Решение

Electric опирается на разные версии основных библиотек. Хотя этот вопрос про гидро. То же самое относится и к вам.

ROS зависит от конкретных версий системных библиотек, таких как Boost, и версии этих библиотек, которые доступны 12.04 и 14.04, достаточно различаются, чтобы сделать установку бинарных файлов 12.04 на 14.04 очень сложной.

Если версия ROS не имеет значения, двоичные файлы ubuntu 14 работают на индиго и выше

Есть нить, что кто-то строит электричество для работы 12.04, но для его сборки необходимо множество пользовательских настроек.
