Сначала проверьте, в порядке ли пул приложений. Если ваше приложение выдает слишком много исключений за период времени, вы получите то же сообщение об ошибке.

По моему опыту часто - если соответствующие свойства maxConcurrentInstances а также maxConcurrentSessions правильно установлены как здесь - это что-то неисправно в web.config, когда эта ошибка происходит.
