Если я установлю уровень регистрации информации, будет
_logger.LogDebug(JsonConvert.SerializeObject(address));
оценивать
JsonConvert.SerializeObject(address)
часть? Если да, есть идеи, как это предотвратить, чтобы не использовать чрезмерные ресурсы в производстве?

Решение
Реализация метода расширения с "условным" атрибутом служит цели.
Также у меня есть подтверждение того, что у них пока нет деталей реализации.

Глядя на исходный код и немного подумав: да, он всегда оценит это независимо от функции. То, что вы делаете, похоже на это:
string json = JsonConvert.SerializeObject(address);
_logger.LogDebug(json);
Потому что параметры оцениваются перед вызовом функции.
На производстве не произойдет, что функция ничего не сделает.
