Еще одна вещь, когда я запускаю этот скрипт на Mac, он прошел без особых проблем.

Вам необходимо запустить службу на установке хостинга с включенным ssl, если на машине Windows используется WAMP с расширением PHP, включенным OpenSSL (вы можете включить его, щелкнув значок в системном трее для WAMP и выбрав openssl из расширений PHP).
