Решение
После многих исследований я обнаружил, в чем проблема.
snmpd не принимал во внимание мои файлы конфигурации. Я видел это с помощью команды:
snmpd -Dread_config -H 2>&1 | grep "Reading" | sort -u
Который говорит вам, какие файлы конфигурации загружены snmpd,
Вы также можете увидеть это, посмотрев файл конфигурации /var/lib/snmp/snmpd.conf. Когда snmpd обрабатывает ваших пользователей, он создает специальные строки в файле. Это выглядит как:
