Кажется, что rebing/graphql-laravel требовать webonyx/graphql-php на версии более чем 0.13.

Также кажется, что webonyx/graphql-php уже требуется в вашем файле композитора, поэтому вам нужно обновить подзависимость с помощью

composer update webonyx/graphql-php rebing/graphql-laravel
