Включите это:

if(prec[i] < minPr15 ) { 
            minPr15 = prec[i];

в это:

if(prec[i] <= minPr15 ) { 
            minPr15 = prec[i];

И это будет печатать. Выясните, что не так с остальными вашими расчетами. Кроме того, просто выделите первый год (2015) и поймите это правильно.
