Похоже, что это исправлено в Vagrant 1.9.1, так как у меня также была такая же проблема с плагином vagrant-rackspace, но теперь он отлично устанавливается.

У меня точно такая же проблема на текущем Arch Linux. Я также добавлю это, даже если я:

vagrant plugin install fog-xml
Installing the 'fog-xml' plugin. This can take a few minutes...
Installed the plugin 'fog-xml (0.1.2)'!

Или же:

`gem install fog-xml`

Я получаю то же состояние ошибки.
