Я рекомендую вам использовать RecyclerView вместо ListView, чтобы показать список уведомлений. Подробнее о том, как начать, здесь

Во-вторых,

onMessageRectained (...) запускается / запускается только тогда, когда ваше приложение находится на переднем плане, поэтому, если ваше приложение находится в фоновом режиме, уведомление будет получено, но оно не будет добавлено к общим настройкам.

Вместо того, чтобы перечислять / хранить уведомление на стороне клиента, делайте это на стороне сервера. Если вы используете Firebase, я рекомендую вам поместить все уведомления в базу данных в реальном времени и извлекать их оттуда, когда вы этого хотите.
