Схемы OGC довольно проблематичны для компиляции. Вам нужно много привязок, настроек и иногда патчей. Поэтому я рекомендую использовать уже скомпилированные schmeas, предоставленные проектом ogc-schemas. Получите этот артефакт для скомпилированных схем WFS 1.1.0.
