РЕДАКТИРОВАТЬ 1: предлагаемое решение не решило мою проблему
Открой catalina-server.xml файл из <PRODUCT_HOME>/repository/conf/tomcat/ каталог.
Установите для параметра сжатия (под каждой из конфигураций разъема) значение off, как показано ниже: compression="off"
Перезагрузите сервер.
Я сделал эти изменения, но проблема все та же

Отключение сжатия для всех портов [2 в данном случае] решило проблему, как упомянуто здесь. Раньше я просто устанавливал компрессию один раз, поэтому она не работала
