, не возникает RuntimeException. но я должен добавить mCamera.release()

Используйте предварительный просмотр камеры и отпустите ее внутри обработчика. Так что камера не остановится сразу после того, как ваша активность будет уничтожена. Это остановится в фоновом режиме.
