BOOT_COMPLETED не вызывает BroadcastRecevier

Question

Я просмотрел несколько постов на этом сайте о BOOT_COMPLETED не зовет Broadcast Receiver, Я думал, что моя проблема была похожа на этот вопрос BroadcastReceiver не работает после BOOT_COMPLETED

Тем не менее, я не пытаюсь захватить более одного Intent в одном сервисе. Я просто хочу BOOT_COMPLETED действие.

Я использовал эмуляторы, которые я создал до того, как установил SDK для Jellybean. Я создал новые эмуляторы для всех версий, и теперь программа работает на Android 8 и выше на эмуляторе.
