Spring Boot исключает сервер Tomcat и средство проверки гибернации?

Ну, у вас есть все, что требуется для запуска веб-приложения, кроме того, что вы удалили встроенный сервер. Если вы пишете клиентское приложение, не используйте spring-boot-starter-web совсем. Я бы включил spring-web вместо этого и покончим с этим.

Прямо сейчас, ваш проект фактически внедряет полный стек Spring MVC (полный сервер, если хотите). Это, вероятно, не то, что вы хотите.
