Аналогично вопросу № 15 на AuthzForce GitHub. PDP все еще использует политику с PolicySetId = 'root' как корневая политика, то есть политика, в которой PDP начинает оценку. Вы можете в любое время проверить текущую корневую политику (и связанные с ней применяемые политики) и при необходимости изменить ее, как указано в документе.

Только корневая политика (указывается свойством PDP rootPolicyRefExpression) или политики, на которые оно ссылается (через PolicySetIdReference) фактически используются PDP для оценки. Поэтому, если вы хотите, чтобы PDP оценил вашу политику (P1 в вашем случае) либо вы меняете rootPolicyRefExpression значение для P1 (версия является необязательной, последняя используется по умолчанию), или вы можете обновить политику по умолчанию root напрямую, повторно загрузив свою политику с помощью PolicySetId root вместо P1и Версия больше текущей версии политики root на сервере.

Кроме того, ваша политика недействительна, потому что для даты вступления в силу требуется только 2 аргумента, а алгоритм объединения правил больше не поддерживается и больше не поддерживается AuthzForce.
