imagehandler.ashx изображение не отображается в браузере Chrome. Как я могу это исправить..?

Вы не отправляете content-Length, Это может испортить изображения (и другие файлы) в Chrome. Предполагая, что файл правильно сохранен в базе данных, конечно.
