в моем gemfile есть uglifier, в котором установлен uglifier, а в комплекте установки показан используемый uglifier.

Похоже, у вас не установлена ​​среда выполнения JS, для чего нужен uglifier. Вы можете установить nodejs.

Это можно сделать в Ubuntu:

sudo apt-get update
sudo apt-get install nodejs
