setup.py install разработать с virtualenv - Неверный каталог установки или PYTHONPATH

У меня есть папка под названием Packages в моей домашней папке. В этой папке я хочу разработать несколько пакетов. Чтобы проверить их, я попытался установить пакет с

python setup.py install develop

в то время как внутри среды, конечно. Это дает мне следующий вывод

Таким образом, проблема заключается в том, что build папка, которая автоматически создается в папке пакета, не находится на PYTHONPATH - но почему это должно быть? И как мне добавить его в PYTHONPATH? Я пытался добавить эту папку с

add2virtualenv /home/lk/Packages/BACnetScapy/build

но это тоже не сработало. Что я делаю неправильно?

Команда должна быть python setup.py developне python setup.py install develop
