HTML5 appcache: Refresh очищает манифест
Манифест очищается из браузера после обновления страницы.
Это манифест:

Что мне не хватает? почему манифест очищается?
ОБНОВИТЬ:
1) Использование Chrome в качестве веб-браузера
2) Размещено приложение на IIS7
