Не удается найти фрагмент XML

Я пытаюсь включить файл фрагмента XML в файл XML и доступ к parent.xml из кода Java.

Java-код выглядит так:

Файл parent.xml выглядит следующим образом:

parent.xml и child.fragment находятся в одном месте C:/Users/admin/Desktop/Но код Java не может найти child.fragment..

Я получил следующую ошибку:

Может быть программа не найдена child.xml. Атрибут href, содержащий URL-адрес, указывающий на файл для включения. Если использовать запасной вариант, вы получите более подробную информацию об этой проблеме.
