jquery и dojo - это тысячи файлов... эти тысячи файлов копируются из вашего рабочего каталога на ваш сервер (или, точнее, в папку конфигурации рабочей области для tomcat), когда эти файлы копируются, это происходит во временном окне, если оно работает система позволяет вам двигаться дальше или дает подсказку, что не все файлы опубликованы.

в этом случае все файлы не публикуются, щелкните правой кнопкой мыши сервер. Нажмите "Опубликовать" или "Обновить сервер".
