В настоящее время вы не можете прикреплять файлы с помощью API Incoming Webhooks. Вам нужно будет использовать Mattermost Client API, чтобы создать сообщение с прикрепленными к нему файлами.

Согласно @George, вы не можете напрямую отправить файл на входящий веб-перехватчик.
