Похоже, эта ошибка была вызвана миграцией oauth2_provider. Вы сможете исправить это, зайдя в {your venv}/Lib/site-packages/oauth2_provider/migrations и удалив все файлы миграции (кроме init.py), а затем снова запустите migrate. Надеюсь, это будет полезно
