Тестовая среда не загружает последний код

Когда я запускаю приложение rails в среде разработки, все выглядит нормально, ниже приведен скриншот страницы регистрации в среде разработки.

Я не могу понять, почему тест ENV не может загрузить последний код. Мой config/environments/development.rb файл выглядит следующим образом:

я использую rails 4.2.10 & ruby 2.4.1, Я пробовал бегать граблями assets:precompile без эффекта. Та же проблема возникает и в производственной среде, старый код загружается в производственную настройку.

Задавать config.serve_static_files Значение true в test.rb и production.rb и перезапустите сервер Rails.
