Есть много вопросов, связанных с

Артефакт находится в локальном репо, но эфир не может его найти... что я делаю не так?
Мой код: список remoteRepos, файл localRepoRoot "внедряется" из плагина maven. Этот класс используется из maven-plugin.

localRepoRoot - это файл, указывающий на корень локального репо.
Вы можете просто создать локально-удаленное репо и отдать его на запрос:

RemoteRepository central = new RemoteRepository.Builder ("центральный", "по умолчанию", "http://central.maven.org/maven2/").build ();
