Git ищет строку

вернуть 0, если $ cmd && не существует $DB::commands->{ $cmd };

но ваш код содержит строку

вернуть 0, если не $ cmd и существует $DB::commands->{ $cmd };

(Я отметил разницу между && и и), откуда патч не применяется.
